What is whisky?

A clear definition of whisky, how grain becomes spirit, and why the rules change from one country to another.

The short definition

Whisky is a distilled spirit made from a fermented grain mash. Most whisky sold as whisky has also spent time in wood, usually oak, but the required place, time, cask, strength, and permitted ingredients depend on the category and jurisdiction.

That definition describes a family, not one recipe. Barley, corn, rye, wheat, and other cereals can all contribute. Pot stills and column stills can both make whisky. A smoky single malt, a sweet-leaning bourbon, and a light grain whisky share a basic transformation while differing at nearly every production choice.

Whisky or whiskey

Both spellings name the same broad kind of spirit. Whisky is conventional in Scotland, Canada, and Japan; whiskey is conventional in Ireland and the United States. Producers sometimes choose differently, so spelling alone cannot prove origin or style. Read the category and country statements instead.

Grain, fermentation, and distillation

Grain stores energy mainly as starch. A producer mills the grain and makes its starch available to enzymes, which turn it into fermentable sugars. Malted grain can supply those enzymes; some production systems also use other permitted enzyme sources.

Yeast consumes the sugars and produces alcohol plus many aroma compounds. Distillation then concentrates the alcohol and selects volatile compounds from that fermented liquid. It does not create flavor from nothing: grain, fermentation, still design, operating choices, and the selected cut all shape the new spirit.

These are universal production concepts. The legal limits are not universal. A rule about one category—such as bourbon’s mash bill or Scotch whisky’s distillation strength—should not be applied to every whisky.

What maturation changes

During maturation, spirit and cask interact. The liquid can extract color, aroma, tannin, and flavor compounds from the wood; the charred or toasted surfaces can transform or retain other compounds; and slow oxygen exposure supports further reactions. Water and alcohol also evaporate through the cask.

Time matters, but it is not a quality score. Climate, warehouse position, cask size, oak species, previous cask use, fill strength, and the spirit itself affect the pace and direction of change. Two whiskies of the same age can therefore taste very different.

Rules depend on place

Geographic names and category words often carry legal or industry-defined requirements:

  • Scotch Whisky must be produced and matured in Scotland under the Scotch Whisky Regulations 2009, including at least three years in oak casks no larger than 700 litres and bottling at no less than 40% ABV.
  • Bourbon whisky is a U.S. category. Current TTB standards in 27 CFR § 5.143 require production in the United States, at least 51% corn in the fermented mash, distillation at no more than 160 proof, and storage in charred new oak at no more than 125 proof.
  • Irish Whiskey must be produced on the island of Ireland and matured there for at least three years in wooden casks no larger than 700 litres, according to the Department of Agriculture’s Irish Whiskey Technical File.
  • Japanese whisky is defined here by the Japan Spirits & Liqueurs Makers Association’s labeling standard. It requires Japanese water and production, at least three years of maturation in Japan, and bottling there at 40% ABV or more. JSLMA’s current explanation says this voluntary standard was fully implemented in April 2024; it is not a national statutory definition.
